The annual Leo Hickman Law Enforcement Achievement Awards were presented last Friday near Clarendon. Two officers can from the 100th judicial district were recognized: Hall County Sheriff Tom Heck (left) and Carson County Deputy J.C. Blackburn (right). They are pictured here with Leo’s widow, Billie Hickman. Recipients were selected by longtime Texas Ranger Leo Hickman before his death in February and were recognized for outstanding achievements in their law enforcement careers. Hickman was a mentor to many Panhandle lawmen during his lifetime.
